Upgrade of our Community Hall to a modern, welcoming, connected multi use facility that can be enjoyed by the entire Thurso community and businesses for numerous activities.

£25,299

1. To complete the modernisation of our Community Hall in the Royal British Legion Scotland Thurso Branch Club by replacing the floor with LVT, installing a new connected AV system (to allow music venue sound quality reproduction and live audio, high quality projector and drop down screen connected to TV monitors and suitable interface with laptops, satellite TV, aux sound input, etc), and purchase of several appliances to assist in the cleaning of cutlery, china and glasses (dishwaher and glasswasher) and a soft drinks chilled tall cabinet. The total cost below is ex VAT. All work would be undertaken by volunteers with suitable trades backgrounds with the exception of the flooring, where the contractor would supply and fit. All other work has been completed and certified as required. This included complete rewire, new lighting throughout, dance floor lighting, glass ballustrade, complete new bar and servery and complete redecoration. Therefore all the key pillars for this next phase are complete.

2. The hall is the last remaining large community hall in Thurso, able to accomodate 250 persons. It is used by a multitude of organisations and businesses for things like dance and exercise classes, shows, charity fuindraising (quiz, auctions, coffee morning, etc), craft fairs for small businesses, training for local companies (eg. Dounreay), wrestling, weddings, conferences, presentations, bingo, NHS vaccinations, blood transfusion service, band practice, music groups, dining venue, mother and toddler groups, amongst many others. This fits well with the Area Action Plan for People (Health & Wellbein, Sport & Recreationg), Place (Town Centres) and Prosperity (Population decline, Diverse economy).

3. The hall is already relatively well utilised every week and the improvements already completed have helped growth. This further investment is intended to considerably improve the reputation of the facility so that more people will use it to benefit of the community. In particular, we hope to significantly increase our wedding venue offerring, where we have already purchased pipe and drapes and lighting to provide a "value for money" quality venue that is within reach of a much larger proportion of the community. Having recently reopened out kitchen, this will also enable us to cater for much larger events at a budget price that is affordable both to local organisations and charities, along with local businesses.

4. All work was justified and agreed under a business plan, dated 2 December 2022. This is supported by a detailed schedule of estimated vs actual costs. Both these documents are available if required. The work detailed above was completed over 8 months in 2023/24, coordinated by the Club Facility Manager, using local volunteers and members, many of whom were local tradesmen. For work involving certification, qualified trades were used. The hall is in operation already, but remains unfinished until the funding is available to make these final improvements that are necessary to attract much greater utilisation. Our overall plan was based on discussions with all our present users and fully costed. To date ~£30k has been spent, far less that would otherwise have been necessary due to use of volunteers. This first phase was in part, supported by a grant provided by the NDA.

5. Start date will be 1 month after confirmation of grant funding, with completion ~3 months later.
